The U.S. Army Corps of Engineers (USACE) Kansas City District (NWK) intends to solicit, negotiate, and award a one-time Small Business Set Aside, Firm-Fixed-Price, Architect-Engineer (AE) contract for a thorough inspection of all identified buildings at the former General Leonard Wood Army Community Hospital (FGLWACH) located at Fort Leonard Wood, MO. The inspection is required to identify the presence, location, and quantities of potentially hazardous and other regulated materials that will require either abatement or special disposal requirements when the FGLWACH is demolished. The North American Industry Classification System (NAICS) Code is 541620 Environmental Consulting Services, with a Small Business Size Standard of $19.0 million. The estimated magnitude of the service is between $1,000,000 and $5,000,000. The demolition effort will involve the complete removal of the Hospital and Clinic (B310), Central Utility Plant (B311), associated Infectious Waste Storage structure, Ambulance Garage, and Temporary Helipad. The contractor will be responsible for verifying current information provided in the AE-0 Planning Study and updating information in the Pre-Demolition Inspection Report. This will include assessing the buildings for additional asbestos and other regulated materials through destructive testing as needed, and providing information on types, quantities, and locations of any hazardous material. The contractor will also identify any storage tank locations, contents, and assess for leakage. Prior to demolition activities, the contractor must complete a thorough inspection using destructive techniques to access and inspect exterior/interior walls and hidden areas where hazards may be present. All sampling and testing shall be planned and performed in accordance with Federal and State regulations for the specific location. The inspection report will detail the hazardous and regulated materials present, required abatement methods, special demolition procedures, and worker safety measures.
