Description
The Military Sealift Command (MSC) is conducting a market survey to gather information on the price and availability of self-sustaining U.S. Flag, Jones Act vessels and ABS certified tug and barge units. These vessels must be capable of carrying a minimum of 75 TEUs of containerized ammunition, while adhering to regulatory requirements for hazmat compatibility and segregation. The cargo includes ammunition with hazard classes 1.1-1.4, with a maximum TEU gross weight of 30,000 lbs and an average of 21,000 lbs. Loading ports are Military Ocean Terminal Concord, CA, and Valdez, Alaska, with discharge ports being Valdez, AK, and Military Ocean Terminal Concord, CA. The layday is September 7, 2026, with a laytime of three (3) days SSHEX for the entire mission. Special requirements include a certified spreader bar capable of lifting 30,000 lbs or more and a container handling forklift with a minimum lifting capacity of 30,000 lbs for positioning containers. The contractor is responsible for segregating all loaded ammunition containers in strict conformance with applicable regulations for the safe and proper loading and stowage of Arms, Ammunition, and Explosives (AA&E). The shipper is responsible for the segregation of all commodities within the containers. Interested parties are requested to provide the vessel's name and description, confirm its 75 TEU capacity, certified spreader bar, and forklift capabilities. Additionally, provide the lump sum charter rate, daily demurrage rate, company information (name, phone, email, UEI), and small business standing.
