Description
The General Services Administration is soliciting multiple small-business contractors for an indefinite-delivery, indefinite-quantity contract covering general construction, repair, alteration, modernization, and design-build services at federally owned and leased facilities in the D.C. metropolitan area. The scope includes office construction and renovations, mechanical, electrical, and plumbing work, fire sprinkler systems, sitework, exterior repairs and alterations, demolition and hazardous-material abatement, elevator modernization, and construction in laboratories, SCIFs, high-security data centers, and other sensitive facilities. Contractors will serve as the single point of responsibility and may use design-bid-build or design-build delivery methods. The contract has a one-year base period and four one-year option periods, for a potential five-year term. The aggregate maximum ordering limit is $500,000,000, with anticipated task orders generally ranging from $350,000 to $10,000,000. Approximately 18 contracts are anticipated, including reserves for 8(a), HUBZone, WOSB, and SDVOSB businesses. Evaluation will use a highest-technically-rated, fair-and-reasonable-price approach, with prior experience, past performance, and bonding capacity as technical factors. Offerors must submit separate technical and price proposal PDFs, completed solicitation forms and worksheets, representations and certifications, financial information, past-performance documentation, bonding-capacity evidence, and acknowledgment of all amendments.
