The Defense Logistics Agency Energy is soliciting proposals for fuels operations and management at two Government-Owned, Contractor-Operated facilities: Malmstrom Air Force Base, Montana, and F.E. Warren Air Force Base, Wyoming. The scope includes bulk petroleum storage, retail and self-service station operations, aircraft and ground fuel services, receipt, transfer, issuance and accountability of fuel products, quality control, facility and equipment maintenance, staffing, training, safety, security, environmental protection, and contractor-furnished vehicles and equipment. Operations must support routine base activities as well as airshows, special events, deployments, exercises, contingencies, heightened security, and inclement weather, including 24/7 ground-fuel support. The procurement is restricted to certified Service-Disabled Veteran-Owned Small Businesses under FAR 19.1403. The government anticipates awarding two firm-fixed-price contracts, and offerors may propose for one location or both. The performance structure consists of a four-year base period, a five-year option period, and an option to extend for up to six additional individual months.
