Jefferson County seeks professional engineering and planning services to replace its 2021 roadway safety plan with a new countywide plan. The consultant will analyze five years of crash data from January 1, 2021, through December 31, 2025, evaluate approximately 700 miles of county-owned roadways and approximately 436 county roads, and identify roughly 50 to 100 priority or secondary roads, segments, or intersections for more detailed evaluation. The work includes data collection and analysis, development of safety-rating criteria and countermeasures, identification of low-cost systemic improvements and higher-cost federally fundable projects, basic aerial improvement information, rough-order-of-magnitude cost estimates, and consideration of relevant roadway, traffic, land-use, demographic, and planned-project data. The consultant must also conduct public engagement through meetings or workshops, online surveys or questionnaires, and stakeholder interviews; present draft and final plans publicly; and assist with presentation to the County Council for adoption by resolution. The plan effort, including Council adoption, must be completed before December 31, 2027. Respondents must submit a Letter of Interest limited to 10 pages, along with the required Statement of Qualifications and federal work-authorization compliance materials or have those materials on file.
