Description
The City of San Diego is soliciting a lump-sum construction contractor for the Palm City Block 8R underground utility conversion project. The work includes converting overhead utilities to underground facilities within public rights-of-way and coordinating work for San Diego Gas & Electric, Cox Communications, AT&T, Crown Castle, Wyyerd Fiber, and City streetlights. The contractor must provide management, labor, equipment, SDG&E and streetlight conduits, pull ropes, labels, equipment pads, grounding, and specified substructures; install utility-company-provided conduits and substructures; and coordinate with the utility owners, inspectors, and separate contractors. Cabling will be performed by the individual utility companies. The scope also includes trenching, directional boring for service laterals where feasible, excavation, backfill, traffic control, pavement and concrete restoration, stormwater and environmental compliance, public outreach, an exclusive community liaison, archaeological and Native American monitoring, quality control, and coordination with adjacent projects. The estimated construction cost is $7,220,000. The prime contractor must hold California license classifications A and C-10, self-perform at least 50% of the base bid, attend the required pre-bid meeting, and meet or document good-faith efforts toward mandatory SLBE and ELBE subcontracting participation.
