Description
The Dutchess County Department of Mental Health is seeking a qualified firm to provide partial staffing for its Law Enforcement Assisted Diversion initiative. The required team includes two full-time intensive case managers, an outreach and intake operations coordinator, a community liaison coordinator, and a person with lived experience serving as a peer advocate. Services include street-based outreach, participant intake and engagement, case management, transportation to services, crisis-response coordination, community education, partner collaboration, and peer outreach. The proposer must currently operate behavioral health services in the Hudson Valley Region and demonstrate familiarity with implementing the LEAD model. The technical proposal must address the firm's service history, philosophy of care, LEAD experience, qualifications, service availability, geographic coverage, response times, staffing and outreach plans, barriers and mitigation strategies, and three letters of support. A separate cost proposal must provide the annual not-to-exceed cost, detailed cost breakdowns, and pricing for four optional extension years. The initial contract term is January 1, 2027, through December 31, 2027, with four additional one-year extension options.
