Merced County, through its Department of Public Health and Local Emergency Medical Services Agency, is soliciting proposals for EMS Medical Director services. The selected provider will supply physician-level medical direction and clinical oversight for the County’s prehospital emergency medical services system, including review and approval of policies, protocols, and guidelines; patient chart review; quality assurance and improvement; clinical data analysis; oversight of EMS personnel and specialty-care programs; coordination with hospitals; certification, accreditation, and authorization activities; and recommendations or counseling concerning disciplinary matters. The medical director must be a California-licensed physician with at least two years of emergency medicine experience, including trauma, stroke, and STEMI services; active or recent emergency department physician experience; EMS program administration experience; and experience with multidisciplinary committees. Board certification in Emergency Medicine and relevant professional association membership are required qualifications. The provider will work approximately 10 hours per month and attend specified EMS, trauma advisory, quality improvement, and medical director association meetings. The anticipated start date is October 1, 2027, for a three-year contract with two additional one-year extensions by mutual consent. Responses must include the County’s signature page, table of contents, executive summary, exceptions, approach, bidder qualifications, cost proposal, and required qualification and reference information.
