This Request for Proposals (RFP) seeks to establish multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicles for Rail Rolling Stock Modernization & Sustainment (RMS). The contracts will cover a range of commercial rail products and services. These include the manufacture and refurbishment of locomotives, freight cars, and railcar movers, as well as preventive maintenance, inspection services, corrective repair and overhaul, engineering diagnostics, technical support, and emergency repair services. The U.S. Department of Transportation's Volpe Center is managing this procurement. The IDIQ contracts will have a five-year ordering period, with a maximum ceiling of $268,000,000 across all awards. The procurement utilizes a two-phase evaluation process: Phase I for advisory down-select based on corporate experience and capability, and Phase II for full proposals including technical approach, key personnel, management approach, past performance, and price. Services will be performed at various DoD locations across the United States. The scope includes federally mandated safety inspections and sustainment support for an estimated 102 locomotives and 642 freight cars annually. Manufacturing requirements will range from 4 to 8 road-switcher locomotives and 20 to 80 freight cars per year.
