The City of Los Angeles Harbor Department (Harbor Department) invites the submittal of proposals from one or more Licensed Motor Carriers (LMC) to purchase at least ten (10) zero emissions (ZE) battery electric drayage trucks into service in the Port of Los Angeles. Selected LMCs shall be required to enter into a grant agreement with the Harbor Department and comply with applicable terms set forth in U.S. Environmental Protection Agency Grant Agreement Number 5Y-97T27601-0. The project aims to deploy at least 250 ZE trucks using up to $75 million in combined EPA Clean Ports Program grant funds and Port of Los Angeles Clean Truck Fund Rate revenue. Incentive funding is up to $300,000 per truck, not exceeding 80% of the truck's cost, with a maximum of $24 million per LMC. Proposals must include a competitive OEM selection process, a BABA self-certification letter, and evidence of insurance. Optional bonus points are available for small LMCs, voluntary scrappage of diesel trucks, workforce development, and early deployment.
