The Defense Logistics Agency is conducting market research for comprehensive vendor-managed inventory services for government-owned, serialized microcircuits. The contemplated scope includes secure long-term storage, inventory receipt and release, serial-number or unique-identifier tracking, inventory reporting and reconciliation, annual physical inventories and audit support, packaging, handling, transportation to an integrator, and disposal of unusable inventory. Storage environments must prevent oxidation and moisture-related degradation in accordance with GEIA-STD-0003A, and shipments must comply with MIL-STD-2073/1 and MIL-STD-129. The contractor must support DLA inventory systems and PIEE, including GFP and/or IUID records, and establish and maintain DLMS/EDI ANSI X12 transaction feeds. Respondents must submit a capability statement of no more than 5–10 pages addressing company information, relevant storage and microelectronics experience, environmental controls, EDI and warehouse-management-system integration, government-property controls, security measures for CUI and mission-critical hardware, pricing approaches, DCAA cost-accounting status, and any FPRA or FPRR information. This is a Sources Sought notice for market research, not a request for proposals or quotations; no award will be made under the notice.
