Description

This Sources Sought/RFI seeks capability statements and industry feedback—not offers or proposals—for an independent, third-party Commissioning Agent and Owner's Advocate supporting the phased transition of a large BSL/ABSL-2, -3, and -4 biological research facility from construction completion to functional occupancy, biosafety accreditation, and Federal Select Agent Program registration. The contractor must remain organizationally independent from the facility's prime construction, controls, and installation contractors and may not perform architectural design, engineering stamping, physical redesign, or prime construction work. The requested capabilities include advisory review of construction designs, HVAC test-and-balance reports, equipment submittals, and building automation and electronic security systems; sterilization, decontamination, autoclave, and effluent decontamination validation; suite-specific SOP and safety-manual development; FSAP gap analysis and registration-package support; biosafety, security, incident-response, and BSAT movement plans; a secure, web-accessible compliance and RFI tracking register; direct witnessing and log analysis of HVAC failure scenarios, emergency-power transitions, pressure switches, bubble-tight dampers, air-pressure-resistant doors, chemical suit shower skids, and other containment interlocks; independent commissioning-report reviews; monthly progress reporting; and weekly stakeholder integration. Respondents must address relevant BSL-3/BSL-4 experience, regulatory compliance, project management, organizational conflicts of interest, industry questions, and a non-binding rough-order-of-magnitude estimate. Responses are limited to 15 pages and may be submitted in PDF or Microsoft Word format.
