Description
This Sources Sought notice requests capability information and a completed Limitations on Subcontracting certification for a planned general construction project. The scope includes five new pre-placed crypt sections providing approximately 3,813 interment spaces; expansion of the columbarium court with approximately 1,000 additional niches; new paved roads and curbing; grading; stormwater infrastructure and detention ponds; utility extensions; irrigation; landscaping; and turf restoration. The stated performance period is 456 calendar days from issuance of the notice to proceed. Respondents are asked to provide a capability statement and identify their socioeconomic status, foreign ownership or control, and any contemplated use of foreign national employees. The notice indicates that responses will inform a possible future set-aside; it is not itself a request for quotations or proposals. The attached certification states that the general-construction limitation on subcontracting applies, with no more than 85% of the amount paid by the Government going to firms that are not certified SDVOSBs or VOSBs, excluding materials.
