Description
The Hennepin County Housing and Redevelopment Authority seeks approximately four to six consultants for a roster supporting local government units through its planning grants program. Services include small-area and station-area planning, master planning, urban design, green infrastructure or district-system planning, shared-parking studies, and other plans advancing compact, mixed-use, walkable communities. Projects may also require multimodal or stormwater planning and development-feasibility analysis; consultants are expected to identify and secure needed specialty expertise. The roster does not guarantee a project award, and individual consultant contracts will depend on assignments. Program awards are approximately $50,000-$75,000 per city project, with consultants contracting separately with the relevant local government units for financial matches. Proposals must include a one-page cover letter, a one-page executive summary, project-team information, responses to the specified proposal questions, four relevant project examples, three project references, and a rate sheet for proposed staff covering Q4 2026 through the end of 2027. The main proposal is limited to four pages, with up to four additional appendix pages for key staff resumes and project examples. The roster is anticipated to remain valid for up to three years.
