Description
The County of Hennepin and the Hennepin County Housing and Redevelopment Authority seek a qualified public finance consultant to analyze approximately 15–20 Transit-Oriented Communities Program applications per year. Work includes assessing project costs, projected returns, financing assumptions, funding gaps, available financing sources, and financial schedules; following up with applicants; and preparing draft and final financial review reports. Additional services may include affordable commercial space analysis, review of financial statements and real estate pro formas, loan-term modeling, and review of promissory notes. The initial contract period is January 1 through December 31, 2027, with a not-to-exceed amount of $25,000. Proposers must also submit cost proposals for 2028 and 2029, which the County may accept as renewal periods. Proposals must include a cover letter and a proposal of no more than three pages, covering the proposer’s profile, service plan, staffing and qualifications, references, relevant experience, and proposed costs.
