Description
The Department of Veterans Affairs is requesting one completed Standard Form 330 qualification package from verified Service-Disabled Veteran-Owned Small Business firms for VPIH services supporting the removal and replacement of end-of-life heating, ventilation, and air-conditioning systems in Building 1 at the John J. Pershing VA Medical Center. The anticipated firm-fixed-price requirement includes oversight across four project phases totaling 46 service days and coordination with the Contracting Officer’s Representative, abatement contractor, and construction contractor. The qualifications package must address professional qualifications, specialized experience and technical competence, workload and staffing capacity, past performance, and claims, terminations, and litigation. The SF 330 package, including additional pages, may not exceed 65 pages. Part I Section H must include an organizational chart and design quality management plan. The submission must also include the signed VAAR 852.219-75 limitations-on-subcontracting certification as Attachment 1, which is excluded from the page limit, and five completed relevant past-performance documents or an explanation for not providing them.
