Description
WSU Tech seeks an independent external evaluator for the AVIATE project, a three-year initiative focused on strengthening avionics technician education. The evaluator will review project materials; facilitate kickoff and stakeholder activities; refine evaluation questions, measures, instruments, sampling, data-collection schedules, and analysis procedures; conduct mixed-method quantitative and qualitative data collection and analysis; and assess workforce alignment, curriculum quality, student and instructor outcomes, implementation, employer outcomes, recruitment, dissemination, adoption, network development, scalability, and sustainability. Required deliverables include a comprehensive evaluation plan, evaluation instruments and protocols, quarterly formative feedback, annual formative evaluation reports and briefings, a final summative evaluation report, and support for NSF and project reporting. The evaluator must address applicable IRB, human-subjects, privacy, confidentiality, data-security, and FERPA requirements, and remain independent from the project implementation team. Proposals must include an executive summary, technical approach, qualifications and comparable experience, three professional references, detailed pricing by project year and deliverable, a proposed service timeline, subcontractor information, and the required forms and certifications. The maximum total price for the complete three-year scope is $300,000.
