Description
The South Dakota Department of Human Services is soliciting proposals from qualified consultants to provide comprehensive rate-setting methodology and annual rate review services for home- and community-based services. Offerors may propose one, two, or all three service areas: Long Term Services and Supports, Developmental Disabilities Services, and In-Home Services. The work includes provider cost and labor-market analysis; review of staffing, utilization, inflation, geographic, regulatory, and program factors; development and maintenance of transparent rate models; prospective rate recommendations; stakeholder and provider workgroups; detailed methodology and annual review reports; supporting data files and calculations; budget and legislative support; waiver-related technical assistance; and ongoing consultation. Comprehensive reviews generally occur on five-year cycles, with annual reviews during intervening years. The anticipated contract period is five years. Proposals must include an electronic technical response and a separately labeled Cost Proposal for each proposed service area.
