The National Oceanic and Atmospheric Administration intends to award a sole-source, firm-fixed-price contract to the University of Miami for operations and maintenance of the Marine Optical BuoY (MOBY). The effort supports the agency's operational ocean color system vicarious calibration capability, Joint Polar Satellite System ocean color requirements, and existing interagency memoranda of understanding. MOBY operations must maintain metrological traceability to SI units. This is a Notice of Intent rather than a formal request for proposal; responsible sources may submit capability statements, but the agency does not intend to award a contract based on this notice or reimburse response-preparation costs.
