Description
The Erie County Fiscal Stability Authority (ECFSA) is soliciting proposals from qualified accounting firms to serve as its independent auditor. The selected firm will perform annual audits of the Authority's financial statements in accordance with generally accepted auditing standards, review and evaluate the system of accounts, accounting procedures, and internal controls, and provide recommendations for improvements. The firm will also advise the Authority on an as-needed basis regarding accounting matters and be available for additional audit services, such as those related to debt issuance. The contract term is three years, beginning with the fiscal year 2027 engagement, and is reviewable at the conclusion of each year's audit. Proposals must include separate technical and cost volumes, with the technical proposal limited to 10 single-sided pages. The contract will be awarded on a best-value basis, considering both technical and cost factors.
