Description
The U.S. Department of Health and Human Services, through Federal Occupational Health and the Program Support Center, is seeking a single contractor to provide medications, vaccines, and medical supplies nationwide through a contractor-managed web-based ordering portal. The scope includes the products listed in Attachment J.1, unit-dose or Ready-to-Administer packaging where commercially available, exact formulary matching, consolidated ordering and billing, order tracking and reporting, and support for up to 250 FOH locations and associated sub-accounts. The contractor must provide just-in-time, stockless distribution with no minimum order quantities or minimum shipment values; direct-to-clinic delivery across CONUS, OCONUS, the District of Columbia, and U.S. territories; cold-chain handling and 24/7 temperature logging for vaccines; a minimum 98% monthly line-item fill rate; recall, shortage, replacement, and emergency-order support; and a secure portal with formulary enforcement, customizable approval workflows, and inventory and shipment visibility. Proposals must include technical, business/cost, past-performance, and web-portal demonstration volumes, along with extensive regulatory, financial, logistics, cybersecurity, pricing, and past-performance documentation.
