Description
The Fairbanks North Star Borough, the Fairbanks North Star Borough School District, and Interior Gas Utility seek full-scope annual financial audits conducted under generally accepted auditing standards and generally accepted government auditing standards. The scope includes federal and state single audits for the Borough and School District, as well as the required financial statement and compliance audits for the utility. The contractor must also provide up to 60 hours annually of non-audit consultation for the Borough and School District and offer fixed hourly rates for potential additional engagements. The work includes preparing audit opinions, compliance and internal-control reports, schedules of findings and questioned costs, and management communications for the three entities. The solicitation calls for two separate agreements: one covering the Borough and School District and one covering the utility. Subcontractors are prohibited, and the firm must be authorized to practice as a certified public accounting firm in Alaska. The initial term runs from March 1, 2027, through February 28, 2030, with two additional one-year renewal options.
