Description
The Virginia Department of Environmental Quality is soliciting a contractor to provide routine and non-routine operation and maintenance services for the Hidden Lane Landfill Superfund Site. The scope includes annual landfill-cap and perimeter-fence inspections, routine maintenance, inspection records, photographs, annual inspection reports, and recommendations. Non-routine work includes corrective repairs to the landfill cap, fencing, gates, signs, gas vents, access roads, and related components; emergency response; replacement equipment; materials; transportation; and coordination with third-party service providers when needed. The contractor must provide qualified personnel, including a project manager, engineer, and technician/laborer classifications; maintain 24-hour, seven-day availability for services; obtain approval before non-routine work; submit quotes for non-routine work exceeding $1,000; and provide electronic reports within the specified timeframes. Proposals must address the requested technical approach, company experience and qualifications, personnel, sustainability, pricing, compliance, and required attachments. The initial contract term is one year with four successive one-year renewal options.
