Description

The United States Coast Guard seeks a sole-source contractor for proprietary Law Manager software licenses, annual maintenance, technical support, software upgrades, security patches, database-environment updates, configuration changes, and custom application modifications. Law Manager is the legal program’s primary system of record and workload repository for more than 300 personnel across Coast Guard legal offices, supporting entity and matter tracking, military justice, physical disability evaluations, regulations, claims, litigation, docketing, reporting, and document management. The system is accessed through both an installed client and a secure web application. The contractor must provide modified production code, technical documentation, operational procedures, product updates, conformance-acceptance testing plans, verification scripts using mock data, and support during standard business hours. Optional work includes a compatible vendor-supported report-writing and querying tool and up to 1,000 hours of Coast Guard-specific software modifications. The estimated fixed-price contract value is $828,845 for a one-year base period and four one-year option periods. Respondents must demonstrate OEM authorization from Mitratech, legal access to proprietary source code and documentation, qualified personnel, and federal-sector experience supporting Law Manager platforms.
