Description
Texas State Technical College is requesting proposals from qualified aviation fuel suppliers to provide Jet-A, Jet-A with additives when requested, 100LL aviation gasoline, and potentially unleaded or other aviation fuels for FBO operations. The scope includes fuel delivery, qualified transportation, delivery scheduling, emergency deliveries, cost-plus pricing, complete delivery and quality documentation, and support for supply interruptions, allocation issues, contamination events, price changes, and delivery delays. Respondents must describe their fuel quality assurance program, testing and sampling procedures, applicable standards compliance, sourcing and supply network, delivery fleet or carriers, licenses and permits, insurance coverage, and experience serving comparable airport, FBO, aviation, or governmental customers, including at least three comparable references. TSTC may also request an optional proposal for leasing or supplying fueling equipment such as refuelers, storage tanks, dispensing systems, filtration equipment, meters, hoses, grounding cables, and spill-response equipment. Proposals will be evaluated on pricing, supplier qualifications and quality assurance, and operational approach, lead time, and support. The anticipated term is three years with two additional one-year extensions, beginning on or about April 1, 2027.
