Description
The Oregon Health Authority is seeking a commercially available, cloud-hosted enterprise data management platform with a data catalog solution. The platform must support centralized metadata management, enterprise-wide data discovery, data quality monitoring, lineage and provenance, governance workflows, stewardship, role-based access, glossary and taxonomy management, audit logging, data portability, and integration with existing Snowflake, Power BI, and Azure environments. The solution must meet applicable federal and Oregon security and privacy requirements, including HIPAA-related requirements where applicable, PHI/PII protections, encryption, multifactor authentication and single sign-on, and accessibility standards including ADA, Section 508, and WCAG 2.1 Level AA. A VPAT or equivalent is required. The requested purchase includes software licensing, product support, vendor-provided training, and limited implementation enablement for agency staff and a separately procured implementation partner. Detailed implementation, configuration, connector development, data ingestion, profiling, lineage buildout, and change management are out of scope unless offered as separately priced optional services. The response must include the required affidavits, checklists, certifications, solution and architecture descriptions, security documentation, requirements matrix, five-year pricing, references, and draft Statement of Work.
