Description
The Antelope Valley-East Kern Water Agency is soliciting proposals from qualified engineering firms to prepare a conceptual design for the next phase of the High Desert Water Bank program. The work includes reviewing existing facilities and background data; evaluating adjacent properties, hydrology, drainage, flood risks, and development constraints; developing conceptual layouts and sizing for recharge and recovery pipelines, basins, wells, turnouts, pumps, treatment systems, power facilities, control buildings, and flood-control facilities; and assessing integration with existing and planned infrastructure. The consultant must prepare a design basis memorandum, technical memorandum, preliminary engineering drawings, infrastructure sizing tables, phasing recommendations, and a Class 4 cost estimate covering capital costs, quantities, unit-cost assumptions, contingency, engineering, construction management, environmental and permitting allowances, property or easement acquisition, and other soft costs. The consultant will also coordinate with separately contracted groundwater modeling, hydrogeology, and CEQA consultants and provide project management, meetings, schedule tracking, and quality control. Proposals are limited to 20 pages, including the cover letter and resumes, and must include the specified firm qualifications, approach, scope, schedule, three completed water-banking project references, fee proposal, and conflicts-of-interest disclosure.
