CITY OF MONROE NOTICE FOR ENGINEERING & PLANNING SERVICES: FEASIBILITY STUDY FOR RAILROAD CROSSING ELIMINATION RFQ 2026-03 The City of Monroe (City) is soliciting Statements of Qualifications (SOQs) from highly qualified engineering and planning consulting firms to lead a comprehensive Feasibility Study for Railroad Crossing Elimination. This project is funded by a $320,000 grant from the Federal Railroad Administration (FRA) under the Railroad Crossing Elimination Program (Assistance Listing #20.327), with an additional $80,000 local cash match from the City, bringing the total project budget to $400,000. The successful firm will work under the direction of the Citys Project Manager, Derek Hann, P.E., and will require extensive coordination with BNSF Railway. Project Description The City of Monroe is seeking qualifications from experienced, multidisciplinary engineering firms to perform a comprehensive Feasibility Study and Preliminary Engineering Assessment for railroad crossing elimination options at five existing crossings. -East Main St -N Lewis St -N Kelsey St -179th Ave SE -Fryelands Blvd This study will evaluate engineering alternatives to eliminate at-grade crossing conflicts, enhance community safety, improve emergency response times, and reduce vehicular congestion. Scope of Work & Key Deliverables Traffic & Safety Analysis: Evaluate existing and forecasted rail traffic, vehicular queueing, pedestrian access, emergency vehicle delays, and historical accident data across targeted at-grade crossings. Alternatives Evaluation: Develop and screen potential solutions, including grade separation options (overpass vs. underpass), roadway realignments, crossing closures, and traffic management strategies. Conceptual Engineering: Prepare preliminary engineering conceptual plans, horizontal/vertical profiles, preliminary structural configurations, right-of-way impact evaluations, and utility conflict identification. Environmental & Regulatory Strategy: Identify NEPA/SEPA clearance pathways, environmental constraints, critical areas, and necessary permitting steps for future design phases. Stakeholder & Agency Coordination: Facilitate technical coordination between the City, BNSF Railway, WSDOT, emergency service providers, adjacent property owners, and the public. Cost Estimating & Grant Strategy: Prepare preliminary Opinions of Probable Construction Cost (OPCC), perform life-cycle cost comparisons, and supply technical data to support future federal implementation grant applications. Federal Grant Compliance: Ensure all study procedures, reporting, and deliverables adhere to FRA grant requirements.
