This updated pre-solicitation notice announces the Defense Health Agency Contracting Activity’s intent to issue a Request for Proposal for an on-ramp to the OMNIBUS IV multiple-award, indefinite-delivery, indefinite-quantity contract vehicle covering military medical research and development services. The eventual RFP will be set aside for small businesses certified under the Small Business Administration 8(a) Program, and the Government anticipates making multiple new awards aligned with the existing unrestricted contract vehicle. The notice has been redirected from Notice ID HT942626RE002 to HT942627RE002 because the solicitation was not posted under the FY2026 notice. No additional amendments will be issued under the former notice. The OMNIBUS IV vehicle has a $10 billion cumulative ceiling and an ordering period from June 20, 2022, through June 19, 2032. The notice reports more than $630 million in awarded task-order value across 55 task orders, including task orders set aside for the 8(a) Program and awards to small businesses.
