Description
The Maryland Stadium Authority is soliciting proposals from prime contractors for abatement, selective demolition, site development, and stabilization services under the Baltimore Vacants Reinvestment Initiative. Work covers 13 vacant Baltimore City properties and includes hazardous-material abatement; rodenticide and pest control; site security; sediment and erosion controls; selective demolition and debris removal; utility abandonment and make-safe work; structural shoring, bracing, framing, masonry, foundation, roof, waterproofing, door, window, stair, railing, and other stabilization work; vegetation removal; and site restoration. Properties must be left secure, weather-protected, structurally sound, and suitable for future redevelopment for at least two years. The solicitation requires separate technical and financial proposal PDFs submitted through Euna Procurement. The technical proposal must address qualifications, corporate experience, key personnel, work plan, schedule, subcontractors, capacity, staffing, MBE participation, affidavits, insurance documentation, bonding capacity, and other specified forms and certifications. The financial proposal must include the completed financial proposal forms and a bid/proposal bond equal to 5% of the total proposal; a 100% payment and performance bond is required after award, with a surety letter documenting current free bonding capacity due with the proposal. The solicitation establishes a 35% overall MBE participation goal and requires compliance with prevailing-wage, licensing, safety, environmental, and hazardous-material requirements.
