Description
The National Geospatial-Intelligence Agency's LASER topic seeks a contractor to develop and refine automated workflows for detecting and characterizing surface and subsurface man-made objects from ICESat-2 and GEDI space-lidar data. The effort includes three-dimensional signature extraction, object classification, map annotation, AI/ML autonomous detection, comparison with government-approved ground-truth datasets, and evaluation against specified accuracy thresholds: probability of detection greater than 75%, probability of error below 25%, underwater elevation agreement within plus or minus 1 meter, and centimeter-scale accuracy for above-ground targets. The 15-month effort begins at Technology Readiness Level 4 and is expected to progress to TRL 5, with possible TRL 6 outcomes. Required deliverables include an abstract and proposal, quality assurance plan, kickoff materials, biweekly status reports, technical reports, software and source code, software documentation, a program protection implementation plan if requested, a test plan, transition plan, final report, and final demonstration and briefing. Work is primarily performed at the contractor's facility and the NGA facility; the topic states that work is unclassified, with applicable HSPD-12 and cybersecurity requirements for access to NGA systems or Controlled Unclassified Information.
