Description

The Department of Veterans Affairs is soliciting a firm-fixed-price construction contract for the removal and disposal of existing flooring and cove base, subfloor preparation, and installation of approximately 1,200 square feet of new, U.S.-manufactured luxury vinyl tile (LVT) flooring and approximately 500 linear feet of four-inch rubber cove base in Building 4's Food and Nutrition Administration area. The work includes five flooring transitions, cleanup, waste transportation and disposal, coordination with VA staff, final inspection, and correction of deficiencies. The VA will remove and reinstall furniture and equipment; the contractor must provide its own dumpster. The project will be performed under ICRA Level 4 requirements, including continuous negative-air containment and monitoring throughout the 45-day performance period. The contractor is responsible for containment means and methods, exterior HEPA exhaust routing, moisture testing in accordance with the manufacturer's specifications, and compliance with applicable ICRA, OSHA, NFPA, and other regulatory requirements. The LVT should have a total thickness between 28 and 40 mils; a direct-glue product with a 30-mil wear layer and approximately 3 mm overall thickness is acceptable, with a gray oak appearance comparable to Sterling Light Oak. Amendment 0005 confirms that the bid guarantee is not required, the site visit was not mandatory, and Project 504-26-006 is the correct project number.
