Description
The City of Redmond is soliciting proposals from qualified consulting firms to conduct a comprehensive Police Department cost-of-service, fee, and infraction-fine study. The work includes evaluating existing Police Department fees and parking-related infraction fines, determining current costs of service where applicable, benchmarking comparable jurisdictions, assessing equity and administrative practicality, and developing defensible recommendations for updated fee and fine structures consistent with applicable Washington legal authority and municipal code requirements. Required deliverables include a comprehensive study report, recommended fee and fine schedules, methodology documentation, benchmarking results, implementation guidance, and a periodic update framework. The consultant must provide editable and final PDF deliverables, functional editable Microsoft Excel workbooks with formulas, assumptions, linked worksheets, and revenue and fee scenario analyses, and participate in kickoff, draft-review, and City Council study-session presentations. This is a one-time project anticipated to run from January through April 2027, with no renewal option.
