The U.S. Air Force anticipates a five-year, firm-fixed-price indefinite-delivery contract for depot-level overhaul of the C-5 Dual Powered Winch, NSN 1680-01-593-5680UC, part number 200413780-20. The contractor must restore the winches to a serviceable condition in accordance with the manufacturer's technical specifications. The best estimated quantity is 100 units, with a required delivery schedule of 120 days after receipt of assets. The agency intends to use other-than-full-and-open-competition procedures because it states that only one responsible source is known to possess the required technical data, specialized capabilities, and compatibility knowledge.
