Description
The Town of Canton is seeking a qualified engineering firm to serve as the owner's advisor for potential acquisition and improvement of an existing wastewater treatment plant, short-term treatment and industrial pretreatment alternatives, and development of a new municipal wastewater treatment plant on adjacent property outside the floodplain. The owner's advisor will support project planning, alternatives analysis, development of owner project criteria, design-build procurement assistance, design and cost review, schedule management, operating-agreement and pretreatment-program guidance, funding and grant coordination, and related technical support. Construction administration and observation services are anticipated under a separate amendment during construction. The qualification statement must address project understanding and approach, relevant design-build experience, proposed staff experience, similar wastewater treatment projects, references, regulatory and funding-program experience, and the firm's qualifications in engineering, infrastructure planning, cost estimation, permitting, regulatory compliance, and construction administration. The solicitation uses a qualifications-based selection process, with evaluation weights of 45% for project understanding and approach, 30% for relevant firm experience, and 25% for proposed staff experience. Required insurance includes general liability, workers' compensation unless waived for firms with no employees, auto liability, and professional liability coverage.
