Description
The City seeks a consultant to prepare a wastewater master plan covering its sanitary sewer collection system, lift stations, and wastewater treatment facility. Work includes reviewing existing GIS data and prior plans, conducting field inspections and flow monitoring, developing and calibrating hydraulic and treatment-process models, evaluating current and future system capacity and deficiencies, and recommending prioritized collection-system and treatment-facility capital improvements with cost estimates. The consultant will also assess the impacts of four regulated industrial dischargers and develop tailored permit and surcharge fee structures. The qualifications package must describe the firm's team and relevant experience, project approach, key personnel, schedule, and anticipated assistance from the City. It is limited to 14 pages, with a minimum 11-point font, and must include five bound printed copies and one PDF copy on a USB drive. The City anticipates a project kickoff during the week of February 1, 2027, and expects the plan to be completed by or before July 30, 2027.
