Description
The Defense Intelligence Agency (DIA) requires IDEA Data Analysis Software licenses, maintenance, and support to fulfill its statutory mandate for conducting and overseeing annual independent audits of DIA's financial statements. This software is essential for importing, analyzing, reviewing, and reporting financial and operational data for audits, reviews, investigations, performance assessments, and fraud detection efforts. The current tools, such as the Microsoft Office Suite, lack the necessary depth for quantitative analysis, statistical sampling, and efficient handling of large datasets. The software must enable DIA OIG staff and Independent Public Accountant (IPA) partners to perform advanced data analytics beyond basic tools like Excel. Key capabilities include data ingestion from various sources without custom middleware, quantitative analytics and data merging, advanced statistical sampling compliant with federal auditing standards, auditable histories with immutable audit trails and FIPS-compliant encryption, and seamless integration with DIA's approved CIO-compliant application infrastructure, including Microsoft Active Directory for access control. The solution must be a "plug and play" capability deployable within the existing network architecture without modification, and must have received CIO Security approval and an Authority to Operate (ATO). The acquisition includes a base period of twelve months and four 12-month option periods, with a requirement for at least 15 corporate licenses.
