Description
The City of St. Louis Department of Health seeks a qualified strategic planning consultant or consulting firm to develop a comprehensive, actionable, data-informed strategic plan. The work must incorporate community health data, health disparities, the Community Health Assessment and Community Health Improvement Plan, organizational and workforce capacity, fiscal sustainability, stakeholder input, performance management and quality improvement, the Foundational Public Health Services model, the Ten Essential Public Health Services, and applicable Public Health Accreditation Board standards and measures. The consultant will conduct document review, environmental scanning, organizational assessment, stakeholder and community engagement, interviews, focus groups, workshops, retreats, and strategic planning sessions; develop measurable priorities, objectives, strategies, key performance indicators, implementation matrices, action plans, and monitoring and evaluation processes; and prepare a professionally designed final strategic plan and related presentations, reports, graphics, editable files, and publication-ready PDFs. At least 50 professionally printed, color, spiral-bound copies of the final plan are required. The engagement is expected to last approximately eight to eleven months, with all final deliverables completed 30 days before the end of the contract.
