Description
Ocean County seeks an independent consultant or firm to support countywide policy management. Work may include reviewing existing policies and practices, researching applicable requirements, identifying gaps and conflicts, drafting or revising policies, and preparing policy briefs, impact assessments, and recommendations. The consultant may also conduct stakeholder engagement and support implementation through plans, communications, training materials, compliance guidance, and evaluation measures. The engagement includes assessing the County’s policy inventory, storage, distribution, acknowledgment, and records practices, and recommending a centralized policy-management structure and governance process. Respondents must demonstrate at least five years of relevant public-sector consulting experience, including policy research and analysis, policy drafting, stakeholder engagement, implementation support, and policy-management or document-control work. The contract term is one year.
