Description
The City seeks an authorized manufacturer or distributor to supply aqueous ammonia reagent for its emissions system. Estimated annual use ranges from 120,000 to 600,660 gallons, with bulk orders in 6,500-gallon increments; the bid schedule also lists an estimated 2,400,000 gallons over the contract term. Pricing must include delivery and freight, and respondents must provide a price escalation and de-escalation method. The City may award by line item or to multiple vendors. Suppliers must meet the specified product quality and impurity limits, use appropriate testing methods for phosphate and trace elements, and provide test results before filling the facility's reagent tanks or accepting new batches. Deliveries are expected within four days of an order, with emergency deliveries within 24 hours as needed. The response must include an executive summary and approach, pricing, a sample invoice, the required conflict-of-interest questionnaire, proof of Texas registration or an exemption certificate, manufacturer authorization documentation, and the proposed price adjustment method. The contract is for one year with four one-year renewal options, with a possible extension of up to six months.
