Description
The City seeks an independent assessment of its departments and operations, including organizational structure, staffing levels and vacancies, workloads, management and spans of control, business processes, technology, and service delivery. The consultant will benchmark comparable municipalities and develop practical recommendations addressing efficiency, service quality, operational risk, workforce sustainability, and financial impacts, including options such as reorganization, staffing changes, contracting, shared services, and technology improvements. Deliverables include a work plan and schedule, periodic progress updates, draft and final reports with department assessments and prioritized recommendations, an implementation roadmap, and presentations to department heads, the City Manager, and City Council. Proposals should describe the firm's qualifications and comparable experience, project team, methodology, quality control, conflicts of interest, exceptions, sample work product, fixed-price fee proposal, and at least three municipal references. The proposal narrative should generally be 5-7 pages, excluding specified supporting materials. The proposed schedule should assume a notice to proceed by February 1, 2027, with completion within 12 months of that date.
