Description
The City of Charleston is seeking an engineering consultant to provide turnkey design and related professional services for the N. Nassau Street Pipe Replacement Project. The project will address chronic flooding between Isabella Street and Newmarket Creek through evaluation and design of pipe replacement and upsizing, drainage improvements, hydrologic and hydraulic modeling, surveying, potholing, geotechnical and environmental investigations, permitting, easement assistance, and construction plans and specifications. Designs must account for tidal influence, projected sea-level rise, multiple design-storm conditions, wetlands, and potential upstream and downstream impacts. The selected consultant will prepare plans at 30% and 90% completion, a basis-of-design report, technical specifications, an engineer's opinion of probable construction cost, permit applications, stormwater pollution prevention documentation, construction bid documents, and bid-phase support. The scope also includes project management, progress reporting, coordination with utilities and regulatory agencies, and assistance during construction bidding. Respondents must demonstrate at least five years of relevant flood-reduction and mitigation design experience, provide at least three comparable project examples, identify key personnel and references, address Small Business Enterprise participation, and submit required professional licenses and insurance documentation.
