Description
The Town of Mount Pleasant is seeking qualifications from engineering firms or individuals for on-call professional services in two service areas: transportation and stormwater, and building inspections and permitting. Transportation and stormwater services may include surveying, geotechnical investigations, permitting, environmental and NEPA documentation, drainage and stormwater engineering, water-quality programs, roadway and traffic engineering, urban transportation planning, right-of-way acquisition, real estate and landscape architecture services, construction engineering and inspection, financial and economic analysis, risk management, and grant assistance. Building inspection and permitting services may include commercial and residential inspections and plan review, temporary permit clerk and technician support, and accreditation assistance, with the ability to respond to inspection requests within 48 hours. Firms may submit for either service area or both; firms submitting for both must provide two separate proposals. Proposals are limited to 75 PDF pages and must be organized as a single document for each proposal. The solicitation requires a signed submittal form, methodology, relevant project experience, staffing and resumes, project-manager qualifications and references, past-performance information, schedule and budget capabilities, and quality-control information. The Town may award one or multiple contracts, with projects negotiated separately and no guaranteed quantity of work. Addendum 1 requires acknowledgment and clarifies that transportation and stormwater qualifications must address the full range of potential service areas, either in-house or through subconsultants or teaming partners.
