Description
The U.S. Army is soliciting a total small-business set-aside, firm-fixed-price, indefinite-delivery/indefinite-quantity Job Order Contract for sustainability, repair, maintenance, demolition, renovation, and minor construction work supporting Directorate of Public Works activities at McAlester Army Ammunition Plant. Work may include architectural, civil, structural, electrical, mechanical, environmental, safety, security, utility, earthwork, and related construction activities. Individual task orders will be developed from government-issued scopes, drawings, and specifications and priced using the applicable Unit Price Book and contractor coefficients. The sample task order involves construction of a 50-by-100-by-18-foot red iron storage facility with site preparation, concrete foundations and slabs, structural steel, electrical and communications infrastructure, intrusion detection, fencing, utilities, and associated site improvements. The contract has a one-year base ordering period and four one-year option periods. The total task-order ceiling is $99,000,000, with a $5,000 minimum guarantee for the base contract and task-order limits generally ranging from $5,000 to $19,800,000. Proposals must include a single comprehensive coefficient and coefficient formula, a detailed sample-task-order proposal, and past-performance information for three to five completed government projects valued between $100,000 and $3,000,000. The contractor must also provide required management, safety, quality-control, environmental, and construction plans, maintain specified insurance, and furnish payment and performance bonds for qualifying task orders.
