Description
The Washington State Department of Commerce is seeking one contractor to execute the Tier 2 Compliance Assistance Project. The contractor will develop an outreach plan; conduct outreach to Tier 2 building owners and organizations in rural, underserved, and other priority communities; host at least four in-person resource fairs and at least monthly virtual resource fairs; and provide coaching and technical assistance related to Clean Buildings Performance Standard compliance, energy benchmarking, operations and maintenance programs, energy management plans, compliance applications, exemptions, extensions, and available incentives and funding opportunities. The project is expected to run from contract execution through June 30, 2027, with two possible one-year extensions, and one award is anticipated. The total proposed amount may not exceed $600,000. Proposers must meet specified qualifications, including Washington business licensing or a commitment to obtain it, access to at least one Qualified Person, relevant commercial-building and energy-efficiency experience, CBPS expertise, technical-assistance experience, in-person and remote service capability, program-management and outreach methodology, and equity-focused service delivery. Required proposal components include a Letter of Submittal, Certifications and Assurances, Technical Proposal, Management Proposal, Cost Proposal, Diverse Business Inclusion Plan, Workers' Rights Certification, and Small or Veteran-Owned Business Certification.
