Description
The State of New Jersey is soliciting a contractor to maintain and operate NJKiDS, its federally certified child support case and financial management system supporting the Automated Child Support Eligibility System. The scope includes corrective, perfective, adaptive, and preventive application maintenance; requirements analysis; functional and technical design; Java, WebSphere, and Oracle application development; database administration; release management; integration, system, regression, performance, and user acceptance testing; quality assurance; and system documentation. The contractor must also monitor and execute approximately 350 batch jobs and numerous incoming and outgoing interfaces, support secure file transfers, provide technical operations and infrastructure support, operate a tiered help desk, maintain dashboards and reporting, provide training and subject-matter expertise, and support security, disaster recovery, contingency planning, and federal child-support certification requirements. The work includes handling sensitive child-support, personally identifiable, and federal tax information, with required background checks, security controls, and a 24/7 operational environment. The contract has a four-year base term, may be extended for up to three additional years, and requires 25% performance security.
