Description
The City of South Lake Tahoe is requesting proposals for professional traffic analysis of the five-legged Tahoe Keys Boulevard/Eloise Avenue/Council Rock Drive intersection. The work includes developing peak traffic forecasts; performing level-of-service and queuing analysis before and after all-way-stop control; evaluating queuing impacts toward the Tahoe Keys Boulevard and U.S. 50 intersection; assessing the feasibility of a rectangular rapid-flashing beacon (RRFB), including a recommendation and conceptual layout; and evaluating traffic diversion and operational and safety impacts from closing Council Rock Drive. The consultant must summarize the advantages and disadvantages of the analyzed alternatives. Proposals must include a scope and fee, with fees itemized by task and subtask, and a schedule for completion. The scope-and-fee submission is limited to five pages, excluding the itemized cost. The selected consultant will enter into the City's standard Professional Services Agreement, which includes insurance requirements, including $1,000,000 commercial general liability, automobile liability, and professional liability coverage, plus workers' compensation as required by California law. The agreement also requires an anti-lobbying certification at execution; these post-award requirements are not submission-time proposal items.
