Description
The City of Suffolk is soliciting sealed bids from VDOT-prequalified contractors to provide all labor, supervision, materials, equipment, supplies, incidentals, and related work for downtown traffic signal preemption system enhancements. The scope includes acceptance testing under the VDOT Locally Administered Projects Manual; modification, upgrade, replacement, and installation of traffic signal equipment; installation of flashing beacons, wireless Ethernet radios, conduit, cabling, relay equipment, solar power assemblies, signs, and associated foundations; and installation of railroad-crossing bypass route and train-warning signage. The work is intended to improve the operation, reliability, and coordination of the existing preemption system. The contractor must submit shop drawings and equipment information for approval, maintain system operation during construction, complete a 30-day test period before acceptance, provide as-built plans in PDF and AutoCAD formats, and respond to emergency repair notifications within two hours. No work, coordination, inspection, flagging, or other railroad-related services will be required within railroad right-of-way. The award will be made to the lowest responsive and responsible bidder based on the total base bid.
