Description
The U.S. Navy is seeking a sole-source contractor—identified in the solicitation as Schwien Engineering, Inc.—to provide onsite repair and calibration of a primary pressure-standard mercury manometer supporting the Mid-Atlantic Regional Calibration Center. The work includes five days of onsite labor, round-trip travel, airfare, shuttle service, car rental, per diem, and related travel expenses. Replacement spare parts, if needed, are additional cost. Calibration must be traceable through an unbroken chain of measurements to NIST, intrinsic standards, consensus standards, or appropriately correlated national standards. The process must achieve a Test Accuracy Ratio or Test Uncertainty Ratio of at least 4:1, or a false-accept risk of 2% or less, consistent with ANSI/NCSL Z540.1 or later. The contemplated firm-fixed-price period of performance is 364 days from award, and the solicitation states that no submissions other than the identified sole-source offer will be considered.
