Description
The Costa Mesa Sanitary District is soliciting professional consulting services for a comprehensive wastewater rate study. The selected consultant will evaluate the existing rate structure; assess commodity-based and conservation-oriented alternatives; identify administrative, startup, and ongoing costs; recommend rates for a five- to ten-year period; and determine funding needs for capital improvements, maintenance, staffing, vehicles, sewer renewals, and long-term replacement of sewers, pump stations, and other district assets. The study must comply with California Proposition 13 and other applicable laws and support the District’s capacity assurance requirements. The scope includes comparisons with other Orange County wastewater agencies, an updateable computer- or spreadsheet-based rate model, two draft reports, a final report, multiple District review cycles, and presentations to the Citizens Advisory Committee and Board of Directors. Deliverables include one hard copy, one PDF, and one native editable file. Proposals are limited to 16 pages excluding attachments and appendices, must use at least 11-point Arial font, and must include qualifications, relevant experience and references, organizational structure, project approach, schedule, staffing, and distinguishing characteristics. The technical proposal and fee proposal must be submitted separately, with the fee proposal on the District Bid Form in a separate sealed envelope.
